COMMUNITY DEVELOPMENT BLOCK GRANT

PUBLIC HEARINGS

The Conway Board of Selectmen will hold three consecutive Public Hearings on June
25, 2024 at 4:00pm at 23 Main Street, Conway, New Hampshire 03818. Community
Development Block Grant (CDBG) funds are available to municipalities through the NH
Community Development Finance Authority. Up to $500,000 annually is available for
Economic Development Projects, up $500,000 for Housing Projects, up to $500,000 for
Public Facility Projects, up to $350,000 in Emergency Funds, up to $25,000 per
Planning Study grant.  All projects must directly benefit a majority of low- and moderate-
income persons. The Public Hearings will comment on the following:
1. To present the findings of a recently completed $25,000 CDBG funded Planning
Study by the Way Station and their engineer to determine changes to best re-purpose a
building at 15 Grove St., owned and used by Lutheran Church of the Nativity, and also
partially occupied by the Way Station’s day resource center, to address the following
potential uses:  Optimize space used by Way Station as day resource center (not an
overnight operation), and provide 2-4 individual or family residential units (enhancement
of existing use).
2. A proposed application to the Community Development Finance Authority for up to
$500,000 in CDBG Public Facility Funds.  Of the funds, up to $30,000 will be retained
by the town for administrative costs/labor compliance costs associated with the
project, up to $470,000 of the funds will be subgranted to the Way Station for
renovations at 15 Grove St., owned and used by Lutheran Church of the Nativity, and
also partially occupied by the Way Station’s day resource center.  Renovations to
include life safety and code compliance, improvements to the Day Resource operations
building (showers/bathrooms), three rooms to be converted to use as transitional
housing, and improvements to storage for client supplies. The majority of the clients of
Way Station are of low or moderate income.
3. The Anti-displacement and Relocation Assistance Plan.
Provisions for persons with special needs can be made by contacting Krista Day,
Executive Secretary, at 603-447-3811 ext. 210 at least 72 hours in advance of the public
hearings so that the Town can make any necessary arrangements.

RENTAL LICENSING PROGRAM

September 5 to December 31, 2023: Voluntary Licensing Period, where Property Owners of Rentals (single family or two-family homes) can either fill out the self-affidavit form confirming the rental meets Life Safety Codes with the $125 fee; good for a 1-year Rental License or Property Owners can have their rentals inspected, after filling out the Registration Form with the $375 fee.  After passing the Life Safety Inspection; good for a 3-year Rental License.

As of January 1, 2024, there will be no self-affidavit option and all Rentals (single family or two-family homes) will be required to complete the Registration Form with $375 fee and after passing the Life Safety Inspection a 3-year Rental License will be issued.

NOTICE TO RESIDENTS

  1. No person shall park a vehicle on any street from 12:00 midnight to 8:00 a.m. during the winter snow removal period, beginning November 15 and ending April 15 of each year.
  2. The Board of Selectmen may reduce the No Parking hours during the snow removal period from 12:00 midnight to 8:00 a.m. to 1:15 a.m. to 8:00 a.m. in certain areas containing establishments with liquor licenses.  Official signs shall be erected in areas so designated.
  3. The Town will not be liable for any damage to any vehicle that may be in violation of this ordinance.

     DEPOSIT OF SNOW ON STREETS OR HIGHWAYS

     No person or persons shall deposit or cause to be deposited snow or ice upon the streets, public highways, or sidewalks within the Town of Conway.  Any person violating the aforesaid ordinances shall be fined one hundred dollars ($100) for the first offense, and five hundred dollars ($500) for each subsequent offense.

     The Town of Conway will not be responsible for any damage or destruction of appurtenances to property placed in the right-of-way of any town highway during winter plowing and snow removal operations.  These appurtenances include, but are not limited to, mailboxes, fences, hedges, trees, shrubs, landscape timbers, grass or turf.
